Pinch Runner

Jim correct me if I'm wrong but in our game on Monday you said the last player that made out was to be used as the courtesy runner (This is also what we have done all year). However on Tuesday in our game vs CFF they said that it should be the last batted out. I pasted the rule below which says both... Someone Please Clarify.

"Pinch runner must be player who made the last out - runner allowed only in case of injury - please note - NEW FOR '07 - teams are to exchange a list of players who WILL need a pinch runner - Players on this list will have a pinch runner EVERY time they reach a base - last batted out will still have to be pinch runner."

I dont know why the "batted" part was included in the first place. That just leads to confusion. At the year-end meeting last year we voted to simplify it and make it the last out. John Pettit from CFF takes very good notes of the meetings and I will include the part on this below. I am not sure why this has not been updated on the web, but I know it has been a difficult year for some.
